What can we do to make our house rabbit use his litter box?

Before you respond, please note that we keep his litter box clean he's neutered, we put the box where he goes (he then ignores it), and his vet says he's healthy as a horse. This is our third house house rabbit, and the only one that does this. We've tried multiple sized boxes, wire in the box, no wire in the box, caging him at night, giving him free run, etc. He has a polish dwarf ';brother'; that has no litter issues, each has his own space (this one with litter issues has his own room, actually). We give him attention, he's well fed, and seems happy overall. He just likes to poop and pee wherever he wants in his room (and it's his room-- no other pets are there).

Phase II of this question is is it cruel to keep a rabbit in an outdoor hutch? He's a giant chinchilla (traditionally a meat rabbit) and maybe just isn't made to be a house pet. We're at the end of our rope. What can we do to make our house rabbit use his litter box?

whip him until he gets the idea
You need to place a few drops of Ammonia in the litter box. I don't know why but it works every time. Guess the like the smell.
